Study Visit of Academic Staff to the Universität Graz

Academic staff from the Faculty of Education- UP completed a study visit to the Universität Graz, where they engaged in in-depth discussions on innovative approaches to pedagogical practice, research insights from novice teachers and mentors, and the mentoring process during the induction phase into the teaching profession.
The visit also included school observations, allowing participants to see how these concepts are applied in real classroom settings and to reflect on effective models of teacher support.
Throughout the visit, the team explored how these valuable experiences can inform the improvement of practice handbooks, course structures, and the ongoing review of study programs. Particular emphasis was placed on strengthening the clear and sustainable integration of values within pedagogical practice courses.
These insights will directly support the enhancement of teacher preparation and contribute to building a stronger, more value-driven education system for future educators.
This study visit was organized as part of the capacity-building activities within the Value-based Education Project, co-funded by the Erasmus+ Programme of the European Union.
EACEA Monitoring Visit to ValuED Project

On 19 November, we were honored to welcome Ms. Silvana Verdiani (EACEA) and Ms. Mimika Dobroshi (Kosovo Erasmus+ Office) for a monitoring visit at the Faculty of Education- UP.
We engaged in meaningful discussions with MESTI representatives, as key partners in our policy development work, and met with our academic staff and students to showcase progress in capacity building and school-based interventions. Our guests also met with our other EU co-funded project coordinators, from the Bewbu and DilanEdu-WB project to discuss synergies between FEdu implemented initiatives under EU funding.
The visit also included a stop at our EdTechLab, where visitors saw firsthand the digitalization of ValuED training materials developed through the cooperation with the Tkaedite project staff, also co-funded by the EU.
Grateful for the constructive exchange, guidance, and continued support for strengthening teacher education and value-based learning in Kosovo.
Wrapping up our "Democracy in School: From Idea to Action" Training

We’ve just concluded two full days of learning, practicing, and reflecting with our pre-service Primary and Preschool Education teachers.
It was inspiring to see how quickly they connected democratic values with everyday classroom practice—problem-solving, fairness, participation, and shared responsibility.
A big thank you to everyone who contributed, especially our students who brought the sessions to life with their ideas and energy.
This training is an important step toward the upcoming ValuED school intervention, where these concepts will move from workshop to real classrooms.
Proud of the work done, and excited for what comes next.

Democracy in Schools: From Idea to Action!

Today we kicked off a four-module workshop with our pre-service Primary and Preschool Education students, of the Faculty of Education- UP focusing on how democratic practices can be lived and modeled in everyday school life.
This workshop is part of the Value-based Education Project, co-funded by the Erasmus+ Programme of the EU and it sets the foundation for the upcoming school intervention component—where students will design and implement small democratic actions in real classroom settings.
Through discussions, group work, and practical exercises, students explored what democracy looks like beyond theory: decision-making, fairness, participation, and shared responsibility in the classroom.

Study Visit at the Ludwig Maximilians Universität München

Academic staff from the Inclusive Education Program of the Faculty of Education- UP, are currently at the Ludwig-Maximilians-Universität München (LMU) for a one week study visit and professional exchange.
The visit focuses on the design of the new Bachelor Program in Inclusive Education – the first of its kind in UP – and on the review of Master’s courses in Inclusive Education, aiming to strengthen the link between theory, practice, and research.
The team is engaging in meetings and professional exchanges with LMU professors specializing in inclusion and social participation in education, creating valuable opportunities for mutual learning, partnership building, and institutional capacity development.
This visit is organized as part of the capacity building activities within the Value-based Education Project, co-funded by the Erasmus+ Programme of the European Union.
ValuED Project stakeholder workshop

This year’s annual stakeholder workshop focused on the program review of Teacher Education Programs at the Faculty of Education, University of Prishtina — including the Bachelor programs in Primary Education and Early Childhood Education, as well as the Master programs in Subject Teaching and General Education.
The workshop gathered members of the Counselling Body of the Faculty of Education including MESTI and national level representatives, representatives of municipal directorates, school and local and international NGOs.
The discussions also addressed the review of pedagogical practice manuals, aiming to ensure stronger alignment between theory, practice, and the realities of schools and kindergartens.
Special attention was given to the new Bachelor Program on Inclusive Education, currently in development, which will further strengthen teacher preparation for inclusive and equitable learning environments.
Stakeholders were informed about the structure and content of the revised programs, and valuable feedback was collected from schools and practitioners to guide further improvement. Furthemore, they will provide written feedback and recommendations by January 15, which will serve as an important input for the next phase of program finalization.
Progressing Toward School-Based Interventions

The Value-based Education Project consortium continues its work toward advancing value-based education through direct school interventions aimed at fostering a democratic school culture.
Together with our partners Ludwig-Maximilians-Universität München and Kosova Education Center - KEC, we are co-designing a Guideline for School Democratic Culture, featuring:
A concept paper on principles of democratic culture in schools
A practical tool to guide participatory school development planning
Student-led direct intervention projects that promote student participation, voice, and contribution to school life
These collaborative efforts will strengthen inclusive, reflective, and value-driven learning environments in Kosovo’s schools.
Second Workshop on Constructive Alignment

Today, the Faculty of Education organized the second online workshop on “Constructive Alignment Matrix” for teacher educators, facilitated by Dr. @Anna Aleksanyan, as part of the Value-based Education Project
Together, we explored how to align:
Intended Learning Outcomes → Learning Activities → Assessment,
and developed practical tools that support student-centred teaching.
Our teacher educators collaborated in an interactive online studio — sharing ideas, working in breakout rooms, and applying the Constructive Alignment Matrix to their own courses.
This marks another step forward in strengthening quality teaching and learning at our Faculty and contributes directly to the ongoing revision of our teacher education program.

Training Workshop- Mentoring Student Teachers an Integrating Values into Pedagogical Practice Reform

After three intensive days of training on Value-Based Education (VBE) and Education for Democratic Citizenship (EDC), today’s ValuED activities continued with a dedicated workshop led by Prof. Rolf Gollob for professors of pedagogical practice at the Faculty of Education- UP.
The workshop focused on mentoring student teachers during their school practice — emphasizing mentoring as a reflective, value-driven process that supports student teachers in developing professional, civic, and ethical competences.
Through discussions, case studies, and exchange of experiences, participants reflected on how value-based mentoring can strengthen both students’ professional growth and the overall quality of teaching practice.
This workshop highlights the importance of collaboration among practice professors, institutions, and student teachers as a key link in the ValuED Project’s mission to build an equitable, inclusive, and ethical education system in Kosovo.
Participants will continue working collaboratively on integrating VBE and EDC approaches into the pedagogical practice manuals and the review of related university courses. This step represents a concrete move toward embedding values, democracy, and professional reflection into the structure of teacher education reform in Kosovo.
The day marked another milestone in advancing the ValuED Project’s mission — connecting higher education, teacher policy, and school practice to build a more inclusive, ethical, and democratic education system.
Academic Staff Training on Value-based Eucation and Education for Democratic Citizenship!

Faculty of Education University of Prishtina, within the framework of the ValuED Project (Advancing Value-Based Education through Teacher Development Policy and Practice Reform in Kosovo), and with the support of Kosova Education Center - KEC and EdGuard Institute hosted today a three-day training for academic staff of Faculties for Education from Universiteti i Prishtinës and Universiteti "Ukshin Hoti" Prizren and staff of the Ministria e Arsimit, Shkencës, Teknologjisë dhe Inovacionit on Value-Based Education (VBE) and Education for Democratic Citizenship (EDC), led by Prof. Rolf Gollob (Zurich University of Teacher Education).
The training aimed to strengthen the capacities of university educators to integrate VBE and EDC approaches into teacher education programmes, fostering inclusive, democratic, and ethically grounded learning environments.
Over three days, participants:
Reflected on their values and professional responsibilities as educators
Explored international models for value-based and democratic education
Worked with the Council of Europe’s RFCDC Competences
Developed strategies for integrating values into teaching, practice, and research
This interdisciplinary training is part of the ValuED Project’s ongoing effort to reinforce the connection between education, research, and reform in teacher preparation across Kosovo.
Academic Staff Training Workshop: Constructive Alignment

Today, academic staff from the Faculty of Education- UP and Faculty of Education Prizren are engaging in a hands-on training on Constructive Alignment .
This workshop, facilitated by Dr. Anna Aleksanyan from Universität Graz, is designed to strengthen course design by ensuring that learning outcomes, teaching methods, and assessments are fully aligned—so that what students are expected to learn (outcomes), how they engage in the learning process (teaching and learning activities), and how their progress is measured (assessments) are consistently connected and mutually reinforcing.
Part of our broader ValuED efforts to promote values-based, inclusive, and high-quality teacher education in Kosovo.

ValuED Policy Development Working Group Meeting

Today, at the Faculty of Education- UP, the first meeting of the Policy Development Working Group was held as part of the ValuED Project – Advancing Value-Based Education in Kosovo.
The meeting brought together representatives from the Ministria e Arsimit, Shkencës, Teknologjisë dhe Inovacionit, faculties of education, NGOs, school directors, and international partners.
Together, we discussed the core teacher competences and democratic values we aim to embed in the education system – promoting student agency, democracy, tolerance, active citizenship, inclusion, and respect for human rights in every classroom and school across Kosovo.
The discussions also emphasized the importance of adopting a whole-school, systemic approach that actively involves parents, students, and the wider community to ensure that value-based education is lived and practiced beyond the curriculum.
This process marks a key step toward developing an education policy that reflects European values and prepares teachers to be agents of change in their communities.
ValuED Project study visit to Universität Graz: A step forward in shaping Kosovo's Teacher Education Policy

From June 2–5, 2025 a high-level delegation from Kosovo—representing the Ministria e Arsimit, Shkencës, Teknologjisë dhe Inovacionit (MESTI), public universities, and education organizations—took part in a transformative study visit to the University of Graz, Austria, within the framework of the EU-funded ValuED Project.
Hosted by Prof. Dr. Heike Wendt and her colleagues, the visit offered valuable insights into Austria’s education system, focusing on:
Teacher professionalism and continuous learning
Quality assurance at national and regional levels
Innovative pedagogical practices such as the Open School concept
Integration of socio-emotional and value-based education
These insights directly support the ongoing development of Kosovo’s new Teacher Education Policy, which the ValuED project is helping MESTI to draft. The policy aims to modernize initial teacher education, align professional standards, and embed inclusive, value-based, and evidence-informed practices across the teacher preparation system.
One of the highlights was the exchange with Austrian students and faculty, where our delegation presented Kosovo’s education reforms and explored opportunities for institutional cooperation and peer learning.
Heartfelt thanks to the Universität Graz and all institutional partners for their warm hospitality, expertise, and commitment to strengthening international collaboration in education.

As a key partner in the ValuED project, Dr. Wendt brings an exceptional lens on educational equity and comparative research. Her keynote, "Teaching for Tomorrow: Education for Sustainability in Kosovo and Across Europe", could not be more timely.
At a moment when sustainability and values-based education are at the heart of both policy and classroom dialogue, her insights—grounded in TIMSS 2019 & 2023—will help us better understand how students in Kosovo perceive environmental challenges, and how teaching practices can evolve to meet the demands of a changing world.
Excited for this session that bridges data, practice, and policy—highlighting the power of education to shape a more sustainable and equitable future.
Valued featured at Democracy at a Crossroads Conference

ValuEd Project Coordinator, Prof. Ass. Blerta Perolli Shehu represented Kosovo and the ValuEd Project at the conference “Democracy at a Crossroads”, held in Kristiansand, Norway—a timely and inspiring space for critical dialogue.
Organized through a collaboration between PVN Albania, PVN Norway, the University of Agder (UiA), and Kristiansand kommune, the conference brought together voices from diplomacy, academia, civil society, media, and youth organizations to reflect on how we can collectively protect and advance democracy in an increasingly complex global context.
Prof. Perolli-Shehu had the opportunity to deliver a presentation on “Democratic Education and the Role of the Teacher”, based on studies conducted through the ValuEd project.
The presentation focused on the findings of situational analyses in Kosovo on Value Based Education, and the need to move beyond teaching about #democracy, and toward building schools where democracy is practiced daily—through inclusion, dialogue, and student voice. Teachers are at the center of this transformation, and they need our full support. The message was clear: democratic values must be lived in classrooms, not just written in policies. Teachers must be empowered as facilitators of inclusion, dialogue, and critical thinking—and supported through reimagined teacher education and school-wide democratic cultures.
Grateful to the Embassy of Kosovo in Norway for enabling our participation and for supporting Kosovo’s role in European dialogues on democracy and human rights.

As part of our ongoing efforts to promote inclusive and value-based education, the ValuED Project is proud to highlight the participation of Prof. Dr. Peter Zentel from Ludwig-Maximilians-Universität München as a keynote speaker at #KICER 2025. His keynote, titled “Value-Based Education in Uncertain Times”, directly reflects the core themes of our project—exploring international models for fostering equity, democratic values, and meaningful inclusion in schools, particularly for students with disabilities. We look forward to his contribution in Prishtina this June, alongside other partners committed to transforming education across Europe.
Training Workshop- Empowering Education through Values

Yesterday, with the support of professors from Universität Graz, we had an inspiring and productive workshop with our esteemed academic staff from the Faculty of Education- UP and Universiteti "Ukshin Hoti" Prizren as part of the Valued Project capacity building initiative. This session focused on conceptualizing value-based education and exploring innovative approaches for program and course review and pre-service and in-service teacher capacity building.
Through meaningful discussions and collaborative efforts, we delved into the transformative potential of Value-Based Education, which integrates ethical responsibility, democracy, equity, and inclusivity into the education system. Together, we explored how VBE principles align with international best practices and support our educators in fostering integrity, diversity, and social justice in their teaching.
Highlights from the Workshop:
Program Review: Redesigning teacher education programs to prepare future educators with strong competencies in equity, inclusion, and responsible citizenship.
Curriculum Innovation: Incorporating participatory teaching methods, experiential learning, and modules on democratic citizenship to create inclusive classrooms.
Capacity Building: Empowering academic staff to deliver modern pedagogical strategies that address the diverse needs of learners and align with EU and global frameworks.
By integrating these principles into our curriculum and teacher professional development strategies, we are paving the way for a more impactful and transformative learning experience for our students. Exciting progress in Policy Development and Capacity Building

Today, the ValuED project brought together the Policy Development Group and the Capacity Building Group to collaboratively conceptualise activities and work plans for 2025 and 2026.
Policy Development group focused on aligning efforts to advance value-based education, strengthen teacher professional development, and ensure the integration of equity, inclusion, and democratic citizenship into education policies and practices across Kosovo.
Capacity Building group focused on designing initiatives to reform teacher education programs, enhance the professional development of teacher educators across Faculties of Education, and strengthen the skills of in-service teachers and school directors.
Our work aims to empower educators at all levels to foster inclusive, participatory, and equitable learning environments that prepare students for responsible citizenship and lifelong learning.
As we look ahead, we’re thrilled about the impactful initiatives and collaborations that will shape the next phases of this transformative project. Together, we’re creating a brighter future for education in Kosovo!
Representatives of the ValuED Project engaged in two impactful discussions to advance teacher education in Kosovo.

In the first meeting with the Kosovo Accreditation Agency, represented by Arianit Krasniqi- Director of the Department for Evaluation and Accreditation and Shpresa Shala- Senior Officer for Monitoring, we focused on enhancing standards for the accreditation of teacher education programs in Kosovo.
This discussion centered around developing a Reference Framework for incorporating hashtag#value-based hashtag#education into national teacher standards.
This is a vital milestone toward aligning teacher education with principles of equity, inclusion, and democratic citizenship.
The second meeting was held with the Ministry of Education Science Technology and Innovation, Republic of Kosovo including Avni Rexha - Director of the Department for Pre-University Education, Osman Beka - Senior Officer for Teacher Professional Development and Shqipe Gashi Ramadani - Curriculum and Textbooks Senior Officer
This discussion launched the development of policies and roadmaps to:
Create a comprehensive teacher education policy that integrates value-based education, democratic citizenship, and inclusive education principles.
Draft a Roadmap for Inclusive Education that sets standards and strategies for inclusivity, teacher preparation, and curriculum adaptation.
Develop a Roadmap for fostering responsible citizenship competence in schools, promoting civic engagement, ethical leadership, and democratic values among students.
These steps will include multi-stakeholder workshops, participatory drafting processes, and pilot implementations in schools, ensuring that the policies are evidence-based and reflective of the real needs of educators and students. The ultimate goal is to transform teacher education in Kosovo by embedding equity, inclusion, and ethical responsibility as core pillars of teaching practice.
These conversations are a key part of the #ValuED project’s policy development work package, working to create transformative policies and frameworks to equip educators with the skills and values necessary to foster inclusive, participatory, and equitable learning environments in Kosovo.
Together, we are building a future where education is the foundation for equity, inclusion, and democratic citizenship!
ValuED in Action: First Two Project Newsletters Published

From the launch of the project to the National Symposium in December 2024, ValuED has marked significant progress toward building an education system that reflects equity, inclusion, and democratic values at all levels of education in Kosovo.
The June 2024 and December 2024 newsletters summarise the key developments of the project’s first phase, including:
The official launch of ValuED, co-funded by the European Union’s Erasmus+ Programme, marking the first structural reform project of this kind in Kosovo.
National and comparative analyses on value-based and inclusive education, which lay the foundation for reforms in teacher development policies and practices.
Main findings from six national studies involving teachers, school directors, institutions, and stakeholders from across Kosovo.
The National Symposium of December 2024, where more than 100 participants from MESTI, universities, and civil society organisations discussed recommendations for the national framework on value-based education.
FEduTalk and KICER 2024, featuring expert presentations from Prof. Dr. Anne Frenzel (LMU Munich), Dr. Heike Wendt, and Dr. Agnieszka Czejkowska (University of Graz) on ethics, emotions, and inclusion in education.

Highlights from the Symposium on Situational Analysis of Value-Based and Inclusive Education in Kosovo!

The Faculty of Education- UP hosted a symposium that brought together representatives from the Ministry of Education, Science, Technology and Innovation (MESTI), the Kosovo Pedagogical Institute, municipal directorates for education, school pedagogues, teachers, university professors, NGO partners, and other project collaborators.
The event focused on presenting the findings from the needs assessment and baseline analysis on value-based and inclusive education in Kosovo. Participants engaged in discussions to identify practical recommendations and strategies for improvement.

ValuEd Partner Dr. Anne C. Frenzel from LMU München, keynote speaker at KICER Conference

Prof. Dr. Anne C. Frenzel, ValuED Partner is an Associate Professor in the Department of Psychology at Ludwig-Maximilians-Universität Munich (LMU) and the academic director of the Master’s Program in Psychology: Learning Sciences. Dr. Frenzel’s presentation offered an educational and psychological perspective on emotions, emphasizing their essential role in teaching and learning. She addressed key principles related to the nature, functions, and causes of emotions, and explained how they influence motivation, memory, and academic performance. Drawing on empirical evidence from international research, she illustrated the close interplay between the emotional experiences of teachers and students, the classroom climate, and the quality of instruction.
Following the presentation, the discussion focused on the practical implications of these findings for designing emotionally healthy learning environments that foster motivation, a sense of safety, and students’ socio-emotional development. Attention was also given to the emotional well-being of teachers as a prerequisite for high-quality teaching, as well as the need for institutional policies that promote emotional balance, professional reflection, and psychosocial support within schools.

Prof. Dr. Agnieszka Czekjowska’s (ValuED Partner) paper titled “Strategies for Transforming Local Schools in Austria: Educational Change and Inclusion” presented the findings of a study examining how local schools navigate processes of educational transformation and the challenges of inclusion. Her analysis explored various contexts and constellations of an aesthetic approach to change, considering the school as a space where practices, relationships, and aesthetic perceptions shape how change is experienced and enacted.
The paper highlighted opportunities for developing a reflective and responsible pedagogy—one that not only intervenes in practice but also takes responsibility for its own conditions of action. This approach builds meaningful links between institutional structures and the everyday experiences of teachers and students. Within this framework, Czekjowska reflected on the role of pedagogy as a technique for navigating social contradictions, negotiating the tensions between diversity, equity, and systemic expectations, and creating possibilities for sustainable and inclusive school transformation.

This structural initiative, the first of its kind in Kosovo co-funded by the Erasmus+ Programme of the European Union, aims to transform teacher preparation programs to better reflect values like equality, non-discrimination, civic education, and inclusion at all levels of education.
Over the next four years, in collaboration with Universiteti "Ukshin Hoti" Prizren, Ministria e Arsimit, Shkencës, Teknologjisë dhe Inovacionit, Universität Graz, Ludwig-Maximilians-Universität München, Kosova Education Center - KEC, and EdGuard Institute, we will:
Enhance teacher preparation programs
Strengthen continuous professional development
Support school practices to develop responsible citizenship competencies
We believe these steps will have a long-lasting positive impact on the quality of the education system in Kosovo and ensure that the concept of values is effectively integrated into programs and teaching practices.

We're on a mission to ensure that teachers are not only equipped with theoretical knowledge but also the practical skills necessary to foster a culture of democracy within their classrooms and beyond.
The goal? To drive evidence-based reforms in teacher professional development that champion value-based education—promoting inclusivity, equality, and civic competences at every level of education!
What’s Our Mission?
We aim to enhance teachers’ competencies to effectively promote Education for Democratic Citizenship and Inclusive Education in their classrooms and curricula. By strengthening the ties between education, research, and innovation, we’re set to elevate the long-term quality of our education system!
